For EdTech users, the report acknowledges the complexities of varying purchasing regulations across countries and discusses the need to bolster digital competence and infrastructure in educational institutions. Moreover, the report advocates for scientific support, the establishment of testing environments, and quality assurance as crucial elements in creating trust between EdTech solution providers and the end-users (teachers and learners).

The European EdTech Ecosystem Roadmap is a key output of the EmpowerED project. The findings have been gathered through research and interviews or workshops with key stakeholders from across the Ecosystem, including private and public actors, EdTech organisations, educators, researchers, and international institutions such as UNESCO, the European Commission, and the Council of Europe. This roadmap report lays out a strategic vision and actionable objectives to enhance innovation within Europe's education sectors, focusing on building a cohesive, well-supported, and thriving EdTech ecosystem. The report is the first of two planned versions in the EmpowerED project, with the second to be released in December 2025.

This publication offers practical guidance to support EdTech companies wishing to validate prototypes and products in live educational settings. The intended audience for these guidelines is start-ups and scale-ups, developing EdTech products or services for use in one or more of: pre-schools, schools, further education colleges, technical and vocational training colleges, universities, and wishing to ensure that they meet the needs of the educators, learners, and education policy makers in the countries where they will be used. The guidelines may also be helpful to companies with early product concepts they wish to develop further in collaboration with educators; people supporting EdTech product developers within testbeds, hubs, communities of practice, incubators, and accelerators; or national, regional or local government departments or agencies.

Micro-credentials are a great fit for rapidly developing sectors like EdTech as they offer a flexible way for people to learn new skills and adapt to changes in technology. The EmpowerED micro-credential framework is aimed at both EdTech providers and teachers, recognizing the importance of ongoing learning in the evolving field of EdTech. By following the European Principles for micro-credentials, EmpowerED ensures its credentials are high-quality, transparent, relevant, and properly assessed. Moreover, EmpowerED's credentials are backed by the Oulu University of Applied Sciences, setting the scene for other institutions to follow, which adds to their credibility and makes them more valuable. Finally, the EmpowerED pledge for start-ups under which they declare to comply with a series of commitments will contribute to the goal of advancing skills development and promoting the widespread adoption of micro-credentials within start-ups, ultimately benefiting both the employees and employers.

This document provides the framework for contextualising the role of Supportive Partners within the EmpowerED project. Supportive Partners can be found in a range of stakeholder groups - EdTech start-ups, scale-ups or SMEs; support organisations, associations or investors already active in the EdTech ecosystem; education and training policymakers working at national or regional/local level. Supportive Partners gain benefits by engaging with the EmpowerED community – participation in targeted focus groups and consultations, co-creation of EmpowerED events, exclusive networking opportunities – but also help support EmpowerED by being themselves nodes in the broader pan-European EdTech network the project aims to build.

The EmpowerED EdTech Week concept was formulated since the beginning of the project as a means to further facilitate collaboration across the European EdTech ecosystem. Aligned with the goal of amplifying and complementing existing EdTech ecosystem efforts, EdTech Week events offer experimental formats that can be implemented in collaboration with other planned events to reach an even wider audience. The goal of the events is to gather feedback from the ecosystem to identify existing ‘gaps’ and ‘clarify challenges’, to inform other EmpowerED initiatives. This report outlines the philosophy behind the EdTech Week event format as well as the results from some highlighted 2024 events (SETT Stockholm, School Innovation Forum, EdTech Austria, EIT Education Conference).
