D2.1 – An analysis of the European Ecosystem

The report serves as a resource for all stakeholders seeking to gain a comprehensive understanding of the EdTech ecosystem, particularly within the European context. It provides an overview of the key players, market dynamics, and trends shaping the EdTech landscape. The report concludes that, in order for the European EdTech ecosystem to focus on “better learning”, the necessary conditions to foster the collaboration between EdTech companies, researchers, and teachers must be cultivated and continuous investments in support systems are crucial to nurture the development and adoption of EdTech solutions.

D2.4 – Year 1 State of Play of the European EdTech Ecosystem

The 2023 State of Play of EdTech and the EdTech Ecosystem in Europe report delves more in depth into the current dynamics, developments, trends, challenges, and opportunities in Europe's EdTech ecosystem. Serving as a comprehensive knowledge base, the report is designed to inform EdTech organisations, policymakers and investors, about the multifaceted and evolving European EdTech landscape. The report advocates for enhanced support to help EdTech organisations navigate Europe's fragmented market and emphasises the importance of fostering meaningful collaborations within the EdTech community and between EdTech entities and the public sector. For EdTech users, the report acknowledges the complexities of varying purchasing regulations across countries and discusses the need to bolster digital competence and infrastructure in educational institutions. Moreover, the report advocates for scientific support, the establishment of testing environments, and quality assurance as crucial elements in creating trust between EdTech solution providers and the end-users (teachers and learners).

D2.5 – The European EdTech Ecosystem Roadmap

The European EdTech Ecosystem Roadmap is a key output of the EmpowerED project. The findings have been gathered through research and interviews or workshops with key stakeholders from across the Ecosystem, including private and public actors, EdTech organisations, educators, researchers, and international institutions such as UNESCO, the European Commission, and the Council of Europe. This roadmap report lays out a strategic vision and actionable objectives to enhance innovation within Europe's education sectors, focusing on building a cohesive, well-supported, and thriving EdTech ecosystem. The report is the first of two planned versions in the EmpowerED project, with the second to be released in December 2025.

D2.7 – Year 2 State of Play of EdTech & the European EdTech Ecosystem

The second State of Play Report under the EmpowerED project provides an analysis of Europe’s EdTech landscape, targeting policymakers, EdTech organisations, and support entities such as investors and EdTech associations at a distinct moment in time. Building on insights from the previous report, this edition explores the sector’s evolving needs and opportunities, highlighting the interconnected challenges and drivers shaping the EdTech ecosystem in Europe.

D3.3 – List of national contact points established in 15 countries

This report presents the iteration process for determining the role of National Contact Points (NCPs) within the EdTech ecosystem as well as the choice suitable organisations. The choice of organisations was done to ensure sustainability of the NCP network after the end of the EmpowerED project. As of December 2024, 16 NCPs have been confirmed in the following countries: Austria, Bulgaria, Denmark, Finland, Germany, Iceland, Latvia, Lithuania, Malta, Netherlands, Romania, Slovenia, Spain, Sweden, UK, Ukraine.

D4.2 – Guidelines Validating EdTech Prototypes

This publication offers practical guidance to support EdTech companies wishing to validate prototypes and products in live educational settings. The intended audience for these guidelines is start-ups and scale-ups, developing EdTech products or services for use in one or more of: pre-schools, schools, further education colleges, technical and vocational training colleges, universities, and wishing to ensure that they meet the needs of the educators, learners, and education policy makers in the countries where they will be used. The guidelines may also be helpful to companies with early product concepts they wish to develop further in collaboration with educators; people supporting EdTech product developers within testbeds, hubs, communities of practice, incubators, and accelerators; or national, regional or local government departments or agencies.

D4.3 – Guidelines Navigating the EdTech Landscape

This practical guide provides an exploration into the multifaceted journey of evolving an EdTech prototype into a fully operational product. The guidelines dissect the three pivotal stages integral to EdTech development (conceptual prototype, minimum viable product market-ready product) and delve into strategies and methodologies for the realization of pedagogically sound and effective EdTech solutions. Good practices for forging impactful networks within the EdTech ecosystem are highlighted, considering the principles of participatory design, proactive stakeholder identification and robust engagement. Moreover, through an array of studies, research and industry reports, the readers are presented with a holistic overview of EdTech business models. Finally, a dedicated section navigates the complexity of the EU's EdTech landscape, elucidating market nuances, pivotal support structures, and the imperatives of ethical compliance within this dynamic framework.

D4.4 – Guidelines: Empowering educators: Leading Digital Transformation as Pedagogical Mentors in EdTech

These guidelines are for educators who recognize their potential to influence the future of EdTech or those curious to explore this opportunity. The reader is introduced to methodologies such as co-design, design-thinking, and user-centred design, which enable them to engage meaningfully in product development. Additionally, this set of guidelines provide them with practical tools, step-by-step guidance, and strategies for building sustainable collaborations and explore each phase of the mentoring process.

D4.5 – Guidelines: Research-informed development of EdTech products and solutions

This guide supports research-informed work and development of EdTech products tailored for start-ups, developers, and stakeholders within the EdTech ecosystem. By focusing on the integration of research into product design, the guide provides insights into how small- and medium size companies can work research-informed. The guide provides strategies for maintaining trust and transparency in EdTech collaborations, ensuring that partnerships are equitable and mutually beneficial. Practical advice is also offered for start-ups with limited resources, focusing on systematic documentation, forming strategic partnerships, and conducting iterative development using both qualitative and quantitative research methods.

D5.1 – 6 Mini-MOOCs modules for start-ups

This document presents the content of the mini-MOOC series entitled “EdTech Entrepreneur Key Competencies” designed under the framework of the EmpowerED project and hosted on the European Schoolnet Academy platform. These 6 mini-MOOC modules are designed specifically for EdTech start-ups and SMEs who are taking their first steps towards entrepreneurship in the education world. The courses aim to help aspiring entrepreneurs understand the basics of starting and running an educational technology (EdTech) company. This report captures the entire content of the following 6 mini-MOOC modules: Networking Skills for Professional Success; Team Building; Design Learning; Business Model Canvas; Sales and Community Building; Compliance, Standards, and Legal Requirements.

D5.2 – Additional mini-MOOC modules for policymakers and pedagogical sector

This document presents the content of four different courses designed for diverse audiences under the framework of the EmpowerED project. Two full MOOCs are hosted on the European Schoolnet Academy: EmpowerED Educators: Becoming Pedagogical Mentors for EdTech Co-Design; Navigate EdTech – Choosing Wisely for Learners. Two Mini Courses (or mini MOOCs) are accessible to members of the EmpowerED platform: Data-Driven Decisions in EdTech: The Power of Market Analysis and Scientific Research; Bridging Expertise: Mentoring and Product Validation in EdTech. For each course, the document details their content, any activities, video snapshots and the assessment tasks.

D5.3 – Development of the Micro-Credential Accreditation Structure

Micro-credentials are a great fit for rapidly developing sectors like EdTech as they offer a flexible way for people to learn new skills and adapt to changes in technology. The EmpowerED micro-credential framework is aimed at both EdTech providers and teachers, recognizing the importance of ongoing learning in the evolving field of EdTech. By following the European Principles for micro-credentials, EmpowerED ensures its credentials are high-quality, transparent, relevant, and properly assessed. Moreover, EmpowerED's credentials are backed by the Oulu University of Applied Sciences, setting the scene for other institutions to follow, which adds to their credibility and makes them more valuable. Finally, the EmpowerED pledge for start-ups under which they declare to comply with a series of commitments will contribute to the goal of advancing skills development and promoting the widespread adoption of micro-credentials within start-ups, ultimately benefiting both the employees and employers.

D6.2 – Supporters kit

This document provides the framework for contextualising the role of Supportive Partners within the EmpowerED project. Supportive Partners can be found in a range of stakeholder groups - EdTech start-ups, scale-ups or SMEs; support organisations, associations or investors already active in the EdTech ecosystem; education and training policymakers working at national or regional/local level. Supportive Partners gain benefits by engaging with the EmpowerED community – participation in targeted focus groups and consultations, co-creation of EmpowerED events, exclusive networking opportunities – but also help support EmpowerED by being themselves nodes in the broader pan-European EdTech network the project aims to build.

D6.3 – First EdTech week report

The EmpowerED EdTech Week concept was formulated since the beginning of the project as a means to further facilitate collaboration across the European EdTech ecosystem. Aligned with the goal of amplifying and complementing existing EdTech ecosystem efforts, EdTech Week events offer experimental formats that can be implemented in collaboration with other planned events to reach an even wider audience. The goal of the events is to gather feedback from the ecosystem to identify existing ‘gaps’ and ‘clarify challenges’, to inform other EmpowerED initiatives. This report outlines the philosophy behind the EdTech Week event format as well as the results from some highlighted 2024 events (SETT Stockholm, School Innovation Forum, EdTech Austria, EIT Education Conference).
